When famed fallen idol The Comedian (Jeffrey Dean Morgan) is killed, his former colleague in crimefighting Rorschach (Jackie Earle Haley) decides to investigate. He concludes that a conspiracy is afoot to rid the world of superheroes and starts to warn his old partners including Ozymandias (Matthew Goode), The Nite Owl (Patrick Wilson), Laurie Jupiter (Malin Akerman) and the most powerful of them all Dr. Manhattan (Billy Crudup).

Since 1977, masked heroes have been banned from doing their thing because public opinion had turned against the costumed crime fighters. The (illegally) reunited duo of Rorschach and Nite Owl prowl the New York underworld and as they dig deeper, they discover a wide-ranging conspiracy. Dr. Manhattan has the power either to save or destroy mankind but he wonders why he should even bother being concerned with the fate of humanity.
